New rules anticipated for winter session in UP assembly

The upcoming four-day winter session of the Uttar Pradesh legislature, starting on Tuesday, will witness the enforcement of new rules prohibiting members from bringing mobile phones, banners, and posters into the House. Notably, the Congress and Bahujan Samaj Party (BSP), reflecting their political significance in the crucial state, will occupy smaller office spaces within Vidhan Bhawan. The session, concluding on December 1, will no longer allow MLAs and MLCs to carry mobile phones, and the entry of flags and banners during the session is also restricted.

Assembly Speaker Satish Mahana had announced this change at least 10 days before the winter session’s commencement, indicating its implementation during the assembly’s winter proceedings. The prohibition is outlined in the Rules of Procedure and Conduct of Business of the UP Legislative Assembly-2023, adopted during the Monsoon session in August 2023. Despite the announcement, legislators from various parties urged the Speaker to reconsider the restriction on bringing mobile phones into the House.
