Fasting has no connection with the cutting of nails. Fasting only abstains person from eating, drinking and having sexual intercourse. It also abstains a person from bad and evil deeds like backbiting, gossiping, lying etc. But, cutting nails while fasting does not invalidate the fast.

Cutting of nails and removing of hair is forbidden only in the state of Ihraam while performing Hajj.

It is permissible for a fasting person to cut his nails and trim his mustache and do other Fitrah acts (acts of natural disposition) as Allah has not prohibited them. it is only the pilgrim or the person who is performing Umrah who are prohibited from doing so.
