Kerala was facing a serious scarcity of boats to carry out the rescue operations. With so many people trapped, any number of boats would have been inadequate but you want to make sure you use every boat you have. Lakes and Lagoons owner Zackariah Cheriyan, Saali, owner of Rainbows, Kurien, owner of Cozy, Varghese Sony, owner of Albin have allegedly not been ready to give away their boats and thereby refused to cooperate with the rescue operation.

As per the instruction of Minister G Sudhakaran, the above four boat owners have already been arrested while Tejas owner Sibi has also been ordered to be arrested. The instructions were given in the meeting held in Collectors chamber. There are also unconfirmed reports that many boat drivers have got their license illegally. The minister asked to suspend the license of boat drivers who are not cooperating with the rescue operation.
