School girl raped; reports states an increase of crime in state

Despite the awareness and strengthening of rules and laws, crimes- particularly rape against women have increased.

A schoolgirl was allegedly kidnapped and gang-raped by six young men who filmed the incident on their cell phones and then posted the video on a WhatsApp group in the third such incident to hit the Indian state of Bihar in four months.

The assault, in the Bhojpur district of Bihar, took place last week but was reported to the police on Tuesday after the victim’s father returned home from Kolkata, where he works.

Police said the victim, a class eight student, was out to attend to nature’s call in the evening when she was abducted and gang-raped. The men fled the scene after she lost consciousness.

The police have arrested one of the accused and raids are on to nab the others, who are on the run. On Tuesday, a medical examination of the victim was conducted at a local government hospital under police security.

“We have conducted the medical examination of the victim. Based on the report, further action will be taken,” station house officer at Ara women police station, headquarters of Bhojpur district, Poonam Kumari told the media on Wednesday.

This is the third such incident in Bihar in the past four months. In October of last year, a 13-year-old girl had been allegedly gang-raped by five young men who also recorded the incident on their mobile phones. In that case, too, the victim was sexually assaulted while she had gone out to relieve herself.

The same month, another girl was allegedly gang-raped by four persons in Muzaffarpur district while she had gone out with her family to a local fair. The victim was blackmailed to keep her silence with the video’s release.

The incidents of rape remain a matter of grave concern in Bihar, and according to an official report, a total of 1,109 incidents of rapes were reported by November 2017. In 2016, 1,008 cases of rape were reported, 1,041 in 2015, 1,127 in 2014 and 1,128 in 2013.

Similarly, 927 cases reported in 2012, 934 in 2011, 795 in 2010, 929 in 2009, 1,041 in 2008, 1,122 in 2007, 1,083 in 2006 and 973 in 2005—the year when chief minister Nitish Kumar came to power dethroning 15 years of Rashtriya Janata Dal regime over the issue of “Jungle Raj” and “misgovernance”.
